(1) Vendor needs to provide external evaluation services to the government authority located in Indianapolis, Indiana.   – The Commercial Tobacco Prevention and Cessation program and the Strategic Plan implements evidence–based interventions• Developing the instrument; assessing previous questions; securing a vendor to administer the survey calls; data analysis and final reports for various audiences.• Data analysis should include regional and county level data as available, and include populations disparately affected by tobacco use.– Priority populations for include racial or ethnic minorities, pregnant women or women of childbearing age, adults identifying as, adults with disabilities, adults with low socioeconomic status, adults with behavioral health conditions and substance use disorders, and rural areas.• Perform data analysis of available state and national datasets that contain tobacco use and related data for assessing the current tobacco control landscape.• Provide input on dissemination of the data.• Assist agency in the implementation of the 2030 Indiana Tobacco Control Strategic Plan (currently in development) by developing a corresponding 5–year evaluation plan.• Provide consultation on evaluation methods for objectives and strategies outlined in the 5–year strategic plan
