[B] Scope of Service:
Vendor needs to provide temporary staffing services in multiple departments: IT Governance & Audit, Strategic Planning and the Project Management Office to the government authority located in Indianapolis, IN.
- Governance & Audit Dept. IT Controls Analyst:
The IT Controls Analyst oversees important audit and process initiatives within the Information Technology Department. This position incorporates IT audit and security responsibilities with additional responsibilities for change and problem management. This role will also be responsible for projects pertaining to processes, policies, procedures, risk and security assessments, and best practices accompanied with detailed documentation. This role will report to the Chief Information Officer and interface with the Information Technology Infrastructure, PMO and Support groups and will act as a liaison between Information Technology and the Governance & Audit Department.
- The IT Controls Analyst will have the following functions and responsibilities:
• Create, review, and maintain IT policies and procedures, partnering with other members in the Information Technology organization
• Develop a strong understanding of IT business and system processes
• Perform regular audit testing and provide recommendations to improve and remediate
• Assist with the review, evaluation, and testing of application controls
• Perform risk assessments and execute tests to ensure security measures and policies are functioning as expected
• Maintains familiarity with security policies for IT infrastructure and systems
• Review IT policy or procedure violations and engage in awareness and planned remediations of violations
• Champion and promote security awareness to ensure improved IT controls adherence
• Measure progress of controls and provide reports to IT Leadership on progress and problem areas, and assist in providing recommendations for improvement
• Assist with developing and implementing Change and Problem Management methodology, process, and procedures
• Assist with oversight of the Change and Problem Management process by helping to lead Change Control meetings and ensuring changes and problems are properly tracked, actions are taken and completed, and providing reporting to IT Leadership
• Periodically review effectiveness and efficiency of the Change and Problem Management process and assist in improving the platform
• Leads IT controls and security projects under the direction of the Chief Information Officer
- Project Management Office (PMO) Project Coordinator:
The contractor should be able to perform the following responsibilities, reporting to the Chief Information Officer. The Project Coordinator position is responsible for planning, executing and finalizing projects according to established deadlines, budget and Project Management Office (PMO) processes. This role will work closely with the IT Team, PMO, various business units as well as members of the Executive Team. The ideal candidate will be self-motivated, resourceful and have impeccable communication and leadership skills.
- The Project Coordinator will have the following functions and responsibilities:
• Ability to understand the emphasis of Strategic Plan and its correlation to business processes, SOPs and workflows, focusing on supporting existing departments, sponsors and stakeholders
• Ability to manage all assigned projects within the PMO Roadmap adhering to the required documentation, schedule, resources and budget in an efficient and effective manner
• Provide project status updates through established documentation within the PMO process
• Ensures that projects have concrete scope and appropriate requirements defined.
• Ensures users and project team members roles and responsibilities on projects are defined
• Coordinates, drives and monitors activities of all entities involved to ensure projects are completed on-time, within budget, and meets quality standards and expected requirements
• Creates, reviews and maintains project management plans, charters, schedules, communication matrixes, test plans, user and stakeholder acceptance, risk/issue logs, change management processes and lessons learned documentation.
• Tracks projects using established PMO tools (Microsoft Project, Excel, SharePoint, Microsoft Teams) and reports data to team and management
• Communicates project status to appropriate management and stakeholders and addresses
cost/schedule/quality issues in a timely manner
• Ability to work effectively within the guidelines stated by Procurement team for all PMO assigned RFIs, pilots/proof-of-concept, and RFPs
