[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide external evaluation services health, tobacco prevention and cessation program to the government authority located in Indianapolis, IN.
- Conduct the Indiana ATS in 2021. This task includes developing the instrument; assessing previous questions; securing a vendor to administer the survey calls; data analysis and final reports for various audiences.
- Data analysis needs include regional and county level data as available, and includes populations disparately affected by tobacco use.
- Assist TPC in conducting the Indiana Youth Tobacco Survey (YTS). This includes drawing middle school and high school samples using PCSample software, providing guidance on the 2022 YTS instruments based on current literature regarding youth tobacco product use, and provide questionnaire record layouts, conduct data processing using raw data files, and produce final weighted data sets.
- Assist TPC in the implementation of the 2025 Indiana Tobacco Control Strategic Plan by developing a corresponding 5-year evaluation plan.
- The external evaluator will conduct an outcome evaluation of the Indiana Tobacco Quitline, including sampling, securing a vendor to administer the survey calls; data analysis and final reports for various audiences.
- The external evaluator will provide guidance to TPC on how to demonstrate overall program impact and ways to communicate program effectiveness. This annual analysis will include use available state and national data.
- Develop survey instrument with input from TPC staff.
- Implement a combined recruitment approach including panel and social media recruitment for youth participants and target a sample size of 850 youth in Indiana.
- Cessation systems change is an ongoing area of outreach and development. Many levels of activity, including state, regional, and local level activity, are happening.
