[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide learning analytics and educational data science consultant services for a NSF-funded project to the government authority located in Evansville, IN.
• Pull, rectify, and integrate existing data sets (census and live data) and create new data sets from authoritative data systems for academic data
• Develop and run reports and report templates in the IBM Cognos business intelligence program
• Create clear and accessible data visualizations from complex, large scale data sets using a variety of visualization tools (IBM Cognos or tableau) in collaboration with the project team and faculty participants
• Use a mix of analytic tools and SQL to access and analyze large data sets and communicate findings to a non-technical audience that align with project goals
• Review analytic solution design and provide meaningful feedback and coaching to the project team
• Document work so that the data sets and tools can be updated by OPRA staff and the methodologies are clearly communicated to the project team
• Safeguard restricted data and adhere to federal guidelines and institutional policies
• Apply ethical considerations around academic and restricted data, including mitigating potential bias and stereotyping
• Work closely and collaboratively with the project team and faculty to develop the identified data products.
(2) All questions must be submitted no later than December 16, 2020.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
